Top star is skipping the Buffalo Bills’ OTAs as he waits for a new contract.
While negotiations reportedly weren’t close to being finalized before the team’s May practices, there’s still optimism that a deal can be reached with the two-time Pro Bowl running back.
In the meantime, the Bills will turn to their other options at running back—an opportunity that offensive coordinator Joe Brady is eager to take advantage of.
“I have a lot of love for Jimbo \[Cook], but when someone isn’t around, it creates a great opportunity for the guys who are here,” Brady told the media on Tuesday.
What Are The Bills’ Alternative Options At Running Back?
While veteran Ty Johnson is currently listed as the RB2 on the unofficial depth chart, it’s widely believed that second-year back Ray Davis is the leading candidate to begin the season as James Cook’s primary backup.
The Bills raised some eyebrows by choosing not to draft a running back on Day 3 of the 2025 NFL Draft, especially considering the depth and overall talent of this year’s class.
Davis, a fourth-round pick, showed promise last season by rushing for 442 yards, but his performance didn’t do quite enough to prove he’s ready to take over as the lead back.
Still, the purpose of offseason practices is often to evaluate players who don’t get as much attention during the fast-paced regular season, when the focus is squarely on weekly game plans and preparing for opponents.
What Does The Future Look Like For Cook And The Bills?

James Cook may be holding out, but he doesn’t have a strong bargaining position in this scenario. While there has been a recent uptick in second contracts for running backs, most of those deals have gone to elite, All-Pro level players like Josh Jacobs, Saquon Barkley, and Derrick Henry.
Cook is undoubtedly a high-quality back, but many around the league don’t view him as part of that top-tier group—making it unlikely he’ll land the \$15 million per year deal he’s reportedly seeking.
A resolution between the two sides will probably come eventually, but for now, Cook remains absent, giving the rest of the running back room a chance to make their case for playing time once the season begins in September.
